Fico: Property Disclosure Bill Worthy Of Serious Coalition Dispute

If there was an efficient Property Disclosure bill by the end of this term, a bill in accordance with the Slovak Constitution, Smer-SD party would vote in its favour even against the will of other governing parties, Prime Minister Robert Fico said on public-service Slovak Radio's (SRo) political discussion programme Sobotne Dialogy (Saturday dialogues) on Saturday.
"The Property Disclosure Act is worthy of serious dispute. If the bill wouldn't sit well with our Coalition partners, yet meet our criteria - we would vote for it," emphasised Fico. He added that if such a bill would be submitted this term, it could garner support of the entire Parliament.
Although drafting the effective, yet Constitution-abiding bill represents a considerable challenge, it is being worked on and a possibility exists the bill could be submitted to Parliament in February.
The issue of property disclosure was publicised by media in September 2008, when the Constitutional Court (US) declared the Property Disclosure Bill to be unconstitutional. The Court ruled that the bill violated the principle of legal guarantee, was retroactive in relation to the rights acquired and was introducing an excessive interference to the right of owning a property.
