Sipos: E-auctions for Public Orders Not Cure-All, Quality May Be Affected

Bratislava, December 22 (TASR) - The mandatory use of e-auctions for all kinds of public tenders in Slovakia isn't a cure-all, warned chairman of the Public Procurements Office (UVO) Roman Sipos after a meeting with Transport Minister Jan Figel on Wednesday.

According to Sipos, the use of e-auctions in building infrastructure may affect the quality of construction, for example.

"It's difficult to carry out an electronic auction for motorways at a time when the quality standards and methodology instructions still haven't been drawn up. Various technologies for drilling tunnels may cause variations in prices. I assert that price alone isn't decisive. There's also a need to set standards of quality for orders ... to prevent e-auctions for motorways from being worse than classical ones," said Sipos.

Figel added that e-auctions will remain an important part of public procurements, but "not for every order, especially in infrastructure".

The mandatory use of electronic auctions for the provision of goods, services and construction work is set to be introduced by an amendment to the Public Procurements Act, which was passed to its second reading by Parliament last week.
