Sulik: Construction Costs for D1 Motorway Will Go Down By Half

Bratislava, December 15 (TASR) - Construction costs for the section of the D1 motorway between Hricovske Podhradie and Dubna Skala (both Zilina region) will be lowered almost by half, Freedom and Solidarity (SaS) chairman Richard Sulik said at a press conference Wednesday.

If the third package of the D1 had been carried out via the public-private partnership (PPP) project, it would have cost €6.78 billion within 30 years. However, the way proposed by SaS and passed by the Coalition Council on December 13 will save more than €3 billion, Sulik said.

According to Sulik, investment costs, for instance, will go down from €1.62 billion to €1.3 billion. Furthermore, planned expenditures on insurance amounting to €200 million will be cancelled and the operating costs will be cheaper as well.

Also, expenditures on interest payments will drop from €3.9 billion to €1.7 billion due to significantly lower rate at which the state (5 percent) borrows money compared with a concessionaire (9 percent).

The 29.9-km long D1 section will be divided into four smaller parts, with Visnove tunnel to become the first construction project, and is set to be completed in 2016. Later, other sections are to be built.

In line with the Coalition agreement, the project is to be financed primarily from the European funds, with final consent yet required on part of the European Commission.
