Ministers in New Government Will Have Right of Veto

Bratislava, June 24 (TASR) - Members of the future Slovak Government will have a right of veto according to the Coalition Agreement adopted on Wednesday by the four centre-right parties SDKU-DS, Freedom and Solidarity (SaS), Christian Democrats (KDH) and Most-Hid.

If a Cabinet minister expresses disagreement, the prime minister will withdraw the disputed point from the programme of the session and will only submit it again when it has been discussed by the Coalition Council. According to the current government's standard, decisions have been made based on attaining a majority at Cabinet sessions.

It has been also agreed that all crucial decisions and declarations coming from the new Government, Parliament and Coalition Council must be taken only after mutual agreement is reached among all coalition partners. If there is no agreement, none of the partners should submit the problematic issue to the appropriate body for discussion until the Coalition Council - honed down in the outgoing government to only the party leaders – takes a stance.

Laws and amending proposals to laws should be submitted by coalition MPs after informing caucus leaders of all four coalition parties. If any reservations are expressed, it is recommended to make the decision only after the Coalition Council has its say.

Voting with the Opposition on important laws and against the will of the other coalition partners will be viewed as violating the rights of other coalition members, and, in effect, a violation of the Coalition Agreement.

The Agreement remains in effect until 30 days before the date of the general election, scheduled for 2014.
